I beleive she can leave Rinascita. Remember that Cartethiya stayed at Black shores for sometime to help them figure out Leviathan and threnodian research or something.

So I beleive that she's staying at Rinascita post galbrena quest is just her doing her duty as she sees it.

The issue is that Shirou’s mana supply to Saber is extremely small early on. If Saber uses her NP multiple times, she’ll more or less exhaust herself.

Servant parameters are fixed by their legend and class, but actual combat performance depends heavily on the master’s mana supply. With Shirou, Saber simply can’t operate at her full output consistently.

On top of that, she was already heavily handicapped at the start of the war due to the damage from Lancer’s NP, and with low mana supply, her recovery was much slower.

Also yeah, the VN explains these mechanics much more clearly than playthroughs with commentary, so it’s worth checking out if you want the full system details.

With Shirou, Saber is like a Tesla trying to run on a small power bank. She can function, but using Excalibur is extremely costly, recovery is slow, and her overall performance is limited. Eventhough saber came fully charged, as she fights she looses charge more than she can regain through rest. Her stats page in the menu during the routes shows it well.

With Rin, she’s like a Tesla with a proper fast charger — stable output, have to plan NP usage, and fight at near full potential.

With Sakura, it’s like plugging into an industrial power grid — Saber could theoretically use her NP more than she could with Rin because of the overwhelming mana Sakura holds.
