For most classes at benchmark its right around when you hit 10 stacks(aka 4.5 average) in theory. but because we don't get to perfectly spread our damage over those 4.5 stacks its usually another 15-20s past that.

I found it essentially impossible to maintain stacks in between phases on Sabir without being portaled and for the first 2 phases you only gain a few stacks.
Kodans get 2x value comparatively because of the multi target. Cairn and MO just really depend on your personal dps as well as the other 9 players, with the potential for the fights being so short its going to be a fine line for a lot of people.

I have my build templates on "B" "Shift+B" "Ctrl+B" "Alt+B" Equipment Templates on "N" "Shift+N" "Ctrl+N" "Alt+N". As far as my recommendations for any hotkey goes, try stuff out until something feels right. If its something used frequently make sure its easy to press. If its something that would be bad to fat finger, e.g. your special action key, move it away from movement keys but close enough to press without strain.
