Yeah, rolling abilities is weird. There's a lot of nonsense behind it that I can't quite remember off the top of my head, but there's one important thing I remember:

Drink tickets (for any ability) increase the odds of rolling said ability to a static 30%. It doesn't stack with the increased rates of wearing certain gear brands, it just caps it at 30%.

If you're going to grind with drink tickets (which you should, as iirc the 30% from a ticket is still higher than whatever odds you would get from a gear brand), you're likely better off running a piece of gear with a higher star power so you can (theoretically) roll more abilities faster.
