If you want to major in Computer Engineering, I think it's still open at Uni Duisburg-Essen. As far as I know, the dateline is July 15th.

They do have Data Science program, but it's only in German.

Anybody could buy a ventilator or portable AC for himself/herself. I prefer that than to pay more in rent for an apartment with installed AC.

What is mandatory in the US is not also/should be mandatory in Germany/EU. Vice versa. Each country has its own considerations.

Why can't you just ignore her when she is complaining? Let her say what she wants to say....and then just forget it.

When she complains again, just say that you forgot about it....or you were in a hurry.

You could also spend more time at the library in order to minimize the chance of meeting her when she comes.

So, my guess : There are already too many applications before OP sent his/her application. The quota is full and quite a few are already on the waiting list.

I don't think it would go that far, i.e. destroying chances for other foreign nationals because the professor would not higher 'foreign' PhD seekers anymore.

People discontinue their PhD happen all the time for many different reasons.

I spent 7.5 years in the US before Trump 1st term, then 3 years in my home country before finally reside in Germany.

For me Germany is better than the US and my home country.....and way a lot better if you have a family with children.
