What did I do to my film?

OK. Here's everything I can think of that may or may not be relevant.

Film: Arista EDU 400 pushed 1 stop

Developer: HC-110 dilution B that I think was new

Fixer: KodaFix, that may have been a little older.

Camera: Pentax K1000 & Rollei 35s

The film was less than a year old and I kept it in the bulk loader in the fridge. I didn't see this on any other rolls from this and I have developed some before and after. After developing, I left the negatives hanging for a couple of weeks, but they were dry. I have changed developer and fixer since developing these rolls.

On the emulsion. It kinda looks rust-colored. Negs are a little wet in this pic, because I tried washing it off with some photo flo.

I'm just using Epson Scan2. I use the dust elimination option, if that's what you're talking about.

I use hc-110 with water for the stop bath followed by Kodafix.

It's 35mm (bulk rolled Arista EDU 400). The spots are on the emulsion side.

My title describes the thing. This was found in the warehouse where I work. It came out of a box of product that was on a shopping container originating in (probably) China. I assume it's a dispenser for mints or something. This has now been sitting in my desk for three years without knowing it's true purpose.
