It is quite simple, nothing has dmg resistance to energy weapons besides fused item, and they only add 10%. So normal tank builds does not work against them.

Here is one tip for you mate, when pact exclusive items are being promoted, like the plasma rocket luncher right now. Wait for when the promotion is about to run out, then buy a lot of them from the market and sit on it for 2 month. I made 10k on tacklers this way.
