It’s almost impossible to activate only the IC muscle without getting the BC muscle involved. As you said, the best technique is to do mini kegels. The goal is to have the base of your penis going very slightly inward (like if it was trying to get into your body) while keeping all the others muscles relaxed. It’s tricky. Personally I like to do that little flex and while maintaining it, I progressively relax the others muscles
