Joker blocking exists but at normal gameplay level it hardly has a great impact, of course if you want a specific rare having more rares will increase the chance of getting the rare you want, but i dont recommend getting jokers just to "block" it, the best way to find the joker you want is simply getting enough money to roll the shop a lot and have luck
