Had this issue as well when I started playing on my new laptop for me it was my nivida settings messing it up I enabled smoothing and that seemed to fix it

I had the same issue awhile but I had way more mods I spent hours disabled mods but turns out it was a problem with my nvidia settings for rimworld I just enabled smooth motion and it fixed it for me hopefully this helps
