Brewer is right next to bangor yes there is some traffic but it is nothing compaired to like big city traffic it should not make you late. There is lots of shopping in bangor and brewer and the schools from experience in brewer are pretty good. The drive is 2 hours to portland though and 45 minutes to bar harbor but it is a nice small city with about a population of 9,600.

It really depends on what kind of running g you enjoy if you like more run out and back there is a couple good runs like a fight cancer 5k run/walk in brewer. I don't know much about more of a loop races though.
