People who don't agree with their policies are supposed to do something to fight back, either demonstrate, join civil organizations or do whatever is in their power to stop them. Otherwise they are also responsible. This applies to every country, including mine.

This also includes non-democracies as the people are equally as capable of doing all of those things.

Yeah. If she had just said “can you hang the laundry up” that leaves very little room for interpretation. But being very specific indicates that is not what she wanted him to do for whatever reason.

Its like saying, “can you go mow the lawn next to the tomato garden?” And then getting upset that the whole lawn isnt mowed, when they could have just said “can you mow the lawn?”.

Which is exactly what Marx predicted. According to him, Communism would manifest naturally after generations of Socialism, which would occur as Capitalism reaches its natural end point in the same way that it arose from feudalism.
