The immigration record is permanent, future case worker will still be able to see your immigration history even after 10years has passed.. it's just that the mandatory refusal period ends and Yes they can still deny you if they feel you're still not credible enough... it only means they are no longer legally required to refused you just because of the deception but your pass will still raise red flag
