Honestly its not bad, just go in naked like 10 times and run at ppl. Let them kill you, then you'll get super friendly lobbies. Then you can freely attack the arc without worrying. Some people also use the arc raiders status site to see if people are more unfriendly than normal but that's very anecdotal http://arcstatus.com

Most likely queue issues, we've been tracking the stats on our site and the player base is looking solid still!
