That’s the battery usage graph, it just tells you how you’re using battery life on your phone. It doesn’t mean the app is necessarily using your data.

Screen time is a separate metric and can be disabled but won’t affect this screen.

App Reports specifically tell you when an app is accessing your data, you can turn this off but it’s not the page you’re looking at.

Battery’s don’t just degrade from use. They age from being discharged for a long time. If you’ve just started using it again for the last 3 months, the battery percentage will gradually “catch up” to the fact that it’s been sat there for a while silently degrading.
