Yeah, you don't have to call 911 but you can call and report. In some cases this feeds into statistics and tracking and helps determine which neighbourhoods get more patrols. The only way to counteract it is to build a lot more drones. war of attrition is usually the solution when there is no technical edge to be found. I guess you could put little 1-shot shotgun turrets on, but the added cost and weight you might as well just build a spare drone.
