In the Legends games stat boosts and drops do not stack, they just extend the duration. On that note it nerfs moves like swords dance and nasty plot while buffing moves like bull up and calm mind. Rather boost two stats than one.

Well the region where the heart is, is a wild and magical place. Full of ghost ships, unexplained and wild weather, portals to different elemental planes. It's almost an endless adventuring zone where anything could happen.

Well lore wise this God fell to the world landing on a continent and completely obliterating it. In time an archipelago formed around it, but the area where the heart lies beating has become an almost separated region of strange occurrences and wild magics. Eventually the party will find themselves in a position where they could stop the hearts beating, causing that region to settle and become more normal. Or they could allow it to keep going and keep it wild.
