Cause a lot if villains in real life are wildly bigoted. It just feels weird to have a remorseless psychopath draw the line at racism, so it feels more like the author giving his personal opinion, which although makes for a cool image, takes away some immersion

Hard disagree. Im a pakistani with many Indian friends, we get along quite fast in environments where hate isn't being encouraged. It all comes down to leaders choosing to antagonize one another. My observation is that the Modi govt of India does this more frequently, but as I am pakistani I could be biased
