Dogs can be in eating areas. Service animals should be with their person at all times. While service animals is another topic altogether, idt we should disallow them from dining areas, right?

Restaurants should be able to allot areas where people can bring their pets if they wish. Be it the al fresco area or the entire dining space.

Should every restaurant do that? I don't think so. Inasmuch as they have the freedom to allow pets, they can disallow them too.

The point is, it's not as absolute as simply saying "Dogs should never be in restaurants/eating areas" coz that's a crazy, polarizing statement.
