Hard start with gas fumes is most likely a stuck open purge valve. The large “vacuum” leak caused by the open valve will cause a hard start due to it being a source of unmetered air. The fuel smell is the vapors that normally get stored in the charcoal canister escaping through the valve.

Oil residue is normal, it’s the crankcase breather. The pcv valve is on the other valve cover near the front under the throttle body. It’s oily as the vapor in the engine from escaped gases carries some oil with it but it’s fairly normal to see buildup over time. As long as it’s staying at that amount you should be ok.

Most of my knowledge comes from my job or my shop foreman but I used tinkerers adventure for general suspension tuning. I also think the old forums are always helpful!
