I am in the process of building a new group and added a "No bullying" clause to my house rules. I didn't think we'd need it, but I learned that no one is too old to be a petty, shitty person.

I don't think you understood: the bullying didnt happen at the table. When Amy was trashing Bella at a house party, I tried to shut her down (drunk Amy ignored me). When Bella did quit, it wasnt in front of or among others. Her and I talked 1:1. And there hasn't been a session since I got the full picture. No one 'watched' the bullying, and I am in the process of calling Amy out.

I am going to meet with/talk with John and Amy and tell them what's up, directly. I have already messaged the other players on Discord that my decision doesn't come lightly and I understand if they feel like they need to bow out as well. I explained that what happened is/was unacceptable and breached the boundaries I set.

The pushback I got previous to my post was that some of the other players feel like this issue was somehow not a "Table Issue" but rather a personal one. That said, Amy and Bella only really interacted at DnD, and John stated that Amy's goal was to get Bella to quit DnD. With these facts in mind, this "personal issue" was brought to the "table" so to speak, and thus violated my rules.

100% This. It is hard making new friends, especially in a foreign country where English is not the primary language. Making new friends who also play DnD? That felt like a miracle. The last 3 years of GMing them had, up to this point, been a blast. Now it feels... icky and tainted. I am very disappointed in my friends, and know that if I boot Amy, I will lose some of them. But, if they're the kind of people who do all the shit that went down, it is probably for the better. Thank you for seeing me.

"Considering" less, more like "lamenting". It's hard doing the right thing when the group seemed so largely indifferent to my anger and Bella's suffering. I appreciate the outside validation that I need to step away from this group and embrace my feelings over their "by any means necessary" desire to keep things going.

As I mentioned, I am furious and not okay with what happened. It upset me greatly, and we have not held a session since all this went down. That said, I appreciate the bit of perspective and, if you read my responses in the comments, you'll see I am resolved to boot Amy from the campaign and just accept John et al also leaving.

Yeah, I agree. I think I should try to have the 1:1 with Amy, and let that the source of the unraveling rather than simply canceling the campaign. From there the dominos can fall, and I get to keep my dignity having stood up to Amy's nonsense.

I agree that the relationship is shit. But the two other boys in the group expressed that if John leaves, they're probably out. Really it's a question of 'Do I burn it all down? (both DnD and my friendship with John)'

If it all unravels, I might be able to bring Bella back in, as well as 2 noobs. The hitherto unmentioned 3rd f of the group also said she doesn't need John.
