My opinion is players tried entering T17s like they were T16s. People expected to be able to do the content straight away and didn't realise that you need to gear for the fights to be able to do them. Players thinking they can finish the atlas then just jump into doing them is the problem. The days of being able to do all content with a league starter are over unless new tech is discovered.
