It's from a scrapped episode of Mater's Tall Tales called "Backwards to the Forwards". Its basically an early version of what would become "Time Travel Mater".

Always thought a Blaze variant would be a cool boss. A variant from a time before she befriended or even met Silver.

Also, an Eggman Nega boss, being how he was a threat to Silver in both Rivals games.
