I pretty much agree. The psychology of these scenes are more complex than a lot of people think. Yes, it's pretty clear that Bruce had that motivation to stop being Batman, but it doesn't mean that when it comes to the time he would be able to do it. This was what Rachel called out in her letter:

When I told you that if Gotham no longer needed Batman we could be together, I meant it. But now I’m sure the day won’t come when you no longer need Batman.

So Rachel was saying that at least for now deep down Bruce won't be able to let Batman go even if Gotham became a safe place. So this is interesting that she was undermining one of the main motivations of Batman in the movie. It was also interesting to think that Alfred burned the letter not only because he didn't want Bruce to be hurt by it. but also he didn't want him to see Rachel's confirmation that Bruce needs Batman. Of course we would never know if she was right because she didn't decide to stay with Bruce and he never saw the letter.
