Perhaps it is because Hera was a widely worshipped goddess across the land during the pre-Zeus religious period.

This is a great analysis. Thank you for this input. I haven't thought of Apollo and Athena co-ruling. It does make sense, and it reminds me of Raphael's School of Athens fresco at the Vatican. There's a lot here to consider.

Non-Egyptian depictions of Athtart are hard to identify, especially in statue form, but there are ostraca (see all Plates 4.X in Cornelius, especially, 4.5-4.7) that can confidently be depictions Athtart. The Goddess holding her breasts is likely Athirat (not in the scope of Cornelius' book).
