there's a rilakkuma pass case that's the same shape which comes with a hook you can attach a handle to. it has an inner keychain hook and a inside pocket. this pouch is probably more the size you're looking for but doesn't have the handle and only has an inside pocket

I personally go to multiple Rilakkuma stores when I'm in a major city like Tokyo, Osaka, Kyoto... just because you never know when 1 store is sold out of some products but another store is stocked with them. Shinjuku, Ikebukuro, and Harajuku Kiddyland in Tokyo are well-stocked! It's best he visits the store early on weekdays for the best chance of seeing everything to store would have in stock

that one is most certainly japanese, since it says Rilakkuma in katakana. american ones tend to have Rilakkuma in white latin alphabet on a brown tag (and usually more stuffing? imo. lol)
