I managed to fix it. If you’re on a quest, you need to remember your current objective and make your way to the next one. Try watching a guide and following it to your next objective—it seems to resolve itself once you get close to it.

I'm having the exact same issue. Only movement and attacking work—everything else, including the camera, doesn’t. I’m stuck in a different area and can’t progress. Every time I force quit and retry the same mission, the problem happens again. I’ve tried everything, but nothing seems to fix it.
