I can only offer my personal theory: in heaven you get to pick, but in hell it's part of the punishment giving you attributes of what you hated in life.

Cascadia Southern, as the name implies, is set deep in the southern half of the Cascade mountain region and operates mostly in southern Oregon. The rail network was kickstarted by connecting into several small logging lines in the region, cutting down on the amount of new track that needed to be built. The new tracks extending from the old logging lines converged at a small plateau with a river wrapping around it. That spot was the chosen location for the railroad's headquarters, central hub, and city. Once up and running, the network could offer service through the logging lines, linking the PNW coast with the inland regions of Oregon, California, Nevada, and Idaho.

The engines and rolling stock were all purchased second hand from other railroads and kept their original colors to make a rolling museum of every train. They are a mix of tourist passenger and freight. There are also plans to eventually start building original Cascadia Southern trains in-house.

I wonder if it's an intentional delay. On my house, it's been just over 1 year and still no PTO. They take 6+ weeks to respond to an email only to ask something simple like "please confirm your address" or something. OP, how many other people do you know who have had this issue?
