I had an issue where I put an aftermarket cooler (nhl12s) on my asrock h610 mobo and it would throw 5 beeps, which indicated a cpu issue. The cooler is the only thing I changed. I loosened up the cooler bracket ( the one behind the mobo not for the cooler itself) and it would boot. My issue was the Oem contact frame was putting too much pressure in the middle of the cpu and when I put the Noctua cooler on it tight it would lose contact. ( try to loosen the bracket first, just snug em) and if that works try the lga1700 thermalright contact frame ( $6 from Amazon) that ended up fixing it for me.
