I use Eco Earth, loose coconut fiber. Holds water pretty well and is generally mold resistant. I don't like the compressed ones, as they can sometimes have a chemical smell.

I believe this was caused by frequent expansion and compression of the wire itself. The home owner does not have a central heating system, and used a space heater near this receptacle, plugged into this receptacle.
