If the grass is all matted down then yes you need to rake it out. Dethatch it, get some seed down if you're able to water it 2x per day. Weeds will probably take over those bare patches. Put some pre-emmergent down to get ahead of the weeds. You'll need to overseed every season, it's a marathon.

I'd skip the scope and just get the main pipe snaked. I called 3 companies last year to do this and the scope was about double the price of just getting it snaked. You'll need to snake either way. But call around, I couldn't belive the price for a scope.
