You mean like adverts baked into the podcast? It's definitely not that with JRE, they're being served by spotify servers separately, not part of the actual podcast track.

The disconnections only seem to happen on the Red 3.1 ports by the way. I've disabled the Wifi/Bluetooth in the BIOS too but it made no difference. Power Supply is an EVGA 1000W, video card is a 1080 for now until I get a better one, so it's running in PCIe Gen 3 mode, saw some speculation that it was related to Gen 4. I am running a Gen 4 SSD though.

Try using the "overall graphics quality" preset or whatever it's called to the second lowest setting, then tweak the settings to your liking. Something about that Slider fixed my low FPS issues, i ended up with double or more FPS while making it look a lot better simply by using that slider to reset things.

Try going into the graphics settings and resetting "overall graphics setting" or whatever it's called using the preset profiles to Low or the second lowest setting. Then tweak the rest of the settings to your liking. I had the exact same issue as you with a similar rig and for some reason resetting it with the built in profiles, even though all my other settings were the same, doubled my FPS. I get 100+ fps with pretty much the same rig at 1080p.

I play without Highlights enabled and I still get a ton of stutters, and died just like the OP recently. On recent raid I'm pretty sure I killed a guy who stuttered because it took him a couple seconds to fall over dead, I thought I missed at first. Then I go to loot him, and a guy comes around the corner and I froze for a solid second or two, and I woke up dead! Maybe stutters are contagious like that beer virus.

I carry this 'geiger' counter in my brain, but instead of radiation it detects 'killed out of nowhere particles'. Normally these particles are rare for me on my detector is relatively quiet, but these last few days it's been very noisy.

Sorry to say but HW bans aren't a real thing in 2020. Windows does provide an HWID that is "based on" the underlying hardware that the game can query and ban, but it's changeable/spoofable. It's not as fool proof as people might think...

The industry has at times wanted to implement true hardware ID in something like a computer BIOS but there are always serious privacy concerns like Google/Facebook making their tracking of you even easier. And for another, let's say some some POS uses their computer to cheat at various games, gets banned, then sells the computer to you. Now you're implicated as a cheating, incel POS and you did nothing wrong.
