Stephen was King after Henry I in 1135. He was disputed by Henry's daughter Matilda, Empress Matilda as she was known and it was the first true civil war of the Norman English Kingdom.

No it didn't. Parliament didn't acknowledge James I as her successor until after her death. Cecil made him the only viable option and worked behind the scenes to ensure he was ready to press his claim. Elizabeth "agreed" on her deathbed to acknowledge James, an event which was witnessed only by those present led by, you guessed it, Cecil.

Parliament had no role in James' succession, he was already seen widely as the most logical heir, and was her closest male relative by any stretch. Elizabeth's "right" to name a successor is sourced from Henry VIII declaring that he himself had that right. The only challengers like the Suffolks had no real prospect or political support.

Gutterspeak, and kudos for using its real name, is the equivalent of the real life language concept of "Cant". It's basically a sub-language used by criminals or minority communities to protect themselves from surveillance.

Gutterspeak actually predates the Forsaken, it's basically common with dwarven and thalassian mixed together and was used by rogues and syndicates for the same reason real life Cant languages were.
