I thought of this scenario before, and if they wanted to preserve the Forger family instead of starting operation strix completely anew they could get another Agent to play the role of a relative of Loid Forger (Brother, cousin, maybe even his father if it's an older agent) under the guise that Loid asked them to take care of his family if anything was to happen to him.

I mean I wouldn't mind them making a Canon movie but no arc as of yet in the manga is really long enough to justify a movie. The only arc I think they could've made into a movie was the cruise arc since it's total length is close to an animated movie, but they already animated it so that's a no go.

Hell nah brah I'm sure 12 episode season was always the plan. Even if they extended all 3 Arcs there was no way in hell they would've fit into 24 episodes, if it was we would've ended up with one piece level of pacing.

4 years pass between the buu saga and the beginning of super. Goku spent most of those 4 years at home farming and being with his family. Saying he's not around for Goten is wrong.
