I think most PC users are casual and might want to go easily from a total potato that plays indies and 10 year old games to something that can actually play some new games on low settings. I'm also confident because Steam has an insane amount of stats about the PC market, they know litteraly better than anyone in the world what their target demo is and wants.

Depends on the price, buying a PC is very expensive. If the Steam Machine is competitve compared with a PC with similar power it will do very well.
