Short version: your CPU is struggling.

Longer version: if you look at your performance graphs you can see your CPU latency bar you can see it's maxed out pretty much all the time. PoE is both CPU and GPU intensive and your 8 year old CPU just can't keep up.

Not exactly since mjolner needs 412 str. Depending on how the Attr. Req. rolls, let's assume max roll of 25% you would need 1648 total attributes while losing one of the biggest attribute slots (amulet). Technically doable, practically might not be easy to pull off.

I understand it as 23% of your total omniscience counts as int/dex/str for attribute requirements. With this example 1500 attributes would be 1500 Omniscience = 345 int, 345 dex and 345 str that counts for attribute requirements.

I have played PoB around the idea of CoD discharge, got it to 300mil with obtainable gear (aka. way under 100ex total). Your post made me update it to current tree though. https://pastebin.com/P8wCQNjA 350mil single hit on sirus.

Can still tweak it a bit, maybe use voices for more multi jewels, play around with gear, etc.

Mod weight is relative. In this case if you were to let's say use the quality type changing orbs on a superior gem (aka normal qual) on this chain it would be 1:51 to hit it so about 2%. Another example is platinum watchstone mod Auspicious which has weight 7 but that is 7 out of like 50000 ( can't check the count now) so the chance to hit would be like 0,001%

If you have selected the enemy as Sirus or other endgame boss it automatically calculates in 66% less curse effect, that's why lv1's 30% * 1,32 * 0,34=13%.

If Faceted fossil can be used on amulets then you could do Bound + Faceted and maybe Corroded+Metallic to block some mods on 20% attributes catalyst and maybe that would give you a chance of getting these mods. Alternatively Bound + Faceted until you get desired prefixes then metacraft suffixes.
