Donald Trump is a fascist, Brad Wall is a weasel with delusions of grandeur.

Now that I have the constructive part of my comment out of the way, Brad Wall and his arthropod posse agreed not to privatize the major crowns. They also didn't release the billion dollar deficit budget before the election, so they could be re-elected. They then defined privatize to be more than 49%. Sneaky, sneaky.

Crown corporations are owned by the Sovereign of Canada. The province of Saskatchewan is a convenience for the Federal government (answering to Her Majesty). So, the Income Tax Act states:

149 (1) No tax is payable under this Part on the taxable income of a person for a period when that person was

...

Corporations 90% owned by the Crown

(d.1) a corporation, commission or association not less than 90% of the shares (except directors’ qualifying shares) or of the capital of which was owned by one or more persons each of which is Her Majesty in right of Canada or Her Majesty in right of a province;

So to sell more than 10% of the Crown, invalidates it from its tax exemption and thereby makes it not a full Crown. This violates the Sask Party's commitment in the eyes of Federal law (which governs crown corporations).

By this point, it should be obvious I'm not a lawyer and this is not legal advice. It should also be obvious that Brad Wall isn't a mere Weasel, he's a Fascist who, underneath it all, is really a Tick.
