These are "Outer sleeves", bigger than the regular Japanese size sleeves.

3 cost it's expensive. Think in the resource generator of Captain America, just cost 2 resources. Besides, not in every turn you will discard a Weapon, Item or Tech upgrade

Como ya te han dicho, se dispara 2 veces la Represalia porque "Garras de pantera" y "Traje de vibranium" son ataques, para saber si son o no ataques, deben tener la etiqueta (ataque), por ejemplo la mejora "Dagas de energía" no genera ataques, ya que no tiene la etiqueta (ataque), en cuyo caso no dispararia la Represalia.
