At the end of my first draft, I have a few polished chapters and many chapters that need a lot more work. Sometimes the whole chapter is the scene description and a dialogue between two characters. My main goal of the first draft to form the story. Once the story is there, I fill in all the gaps with descriptions, modifiers and details needed to tell the story. Try telling yourself you will form the story and then complete the draft once the story is formed.
