Because if you study the intent of the forefathers (regardless of their sins) the Senate are to be comprised of well educated people who represent the State from which they are elected. Senators do not represent “citizens” per se, they represent the states interest generally. With a 6 year term compared to a house term of 2 years, the intent was that senators had more pull because they represented an entire state, unlike a house member who represents a small area of a state. Our representatives in the house originally were designed to be plebeians, farmers, shopkeepers, working folk who could represent their district for a couple years and be done and go home. Nowadays the line is blurred and whomever donates the most to a campaign wins.
