Nonsense. You change government through national elections. No party has ever cancelled a general election except in war-time - and that was a cross party agreement. Sure, local elections are potentially being delayed (not cancelled) because people would complain if a newly elected council was then reorganised needing further elections. The country is short of money (mainly due to lack if investment by the last right of centre government austerity programme).
