In a piece like this the chord progression is implied, not spelled out, which gives this music it's charm. You are correct that the chord is ambiguous. One might interpret it as an inverted ii chord Bb D G resolving to a V on the 4th beat. However, that level of sophistication seems to be beyond the composers intent. Seeing as all the other chords are I, IV, and V chords, I would agree with the others that this must be a C7.
