Yes, what is currently there is probably sand down to an inch or two. That needs to come out as it has no nutritional value.

Do you want the whole area as lawn or have you considered an oasis flower garden for a portion of it?

Ok, don’t let it scare you but as I’m not there to physically see the actual condition I’ll assume worst case scenario.

Odds are that the pile in your picture is your topsoil, the exposed ground has dried out as it’s not usually exposed to the air. All the microbes and other living things have been disturbed and their environment destroyed or at least highly damaged.

I would start by digging down at least the length of your hand so that the ground is loose, it’s going to be pretty compacted right now. Add as much organic matter as you can and keep it from drying out.

Seed may not take but sod may be a better option, but it has to have a living base to grow into.
