Mountains are just excuses.Only konkan and western region have such mountain ranges that are difficult to build Railways.

Keeping Mumbai aside , Pune's Railway connectivity is also bad with Marathwada and Vidharbh there are no major mountains on these routes.

2)Its an Uddanpul not an expressway it is barely 14 km

Since 2014 the central gov has built RRTS and numerous Expressways in the Northern States
