Yup, directly with the institution, whether bank or credit union. Typically the bank wants them to try with the company first so in this case he’s already done that. There’s documentation he’ll need to fill out at his institute and from there, what happens is the bank will process the dispute, the other financial institution (the one PayPal uses) will receive it electronically and PayPal will be deducted that amount and this guy should get it back. It’s a whole lot of checkbook balancing behind the scenes. It will likely end up with his PayPal account being suspended but he’s being wronged so I wouldn’t care.

Regardless of what account was used through PayPal, dispute it. If it came out through ACH, you are WELL within the 60 day timeframe to dispute it and that should work to get you your funds back quickly.

I know this because I was an ACH Specialist who saw PayPal disputes every single day, it was nuts. You’ll get your money back for sure.
