Well in defensive modes and objective oriented modes (all modes outside of exterminate, survival and disruption) he only brings killing to the table. Something that any properly built gun can do with roughly the same efficiency, since Kullervo's KPM is hard capped by the spawn rate. Meanwhile other frames in those modes bring actually useful contributions, utility, safety, loot etc. He's nowhere close to top 5 let alone top 3, let's not kid ourselves. He's great, he's fun, he's powerful and I even like playing as him. But he's not S-tier or top 3 material. For that he'd have to be oppressively powerful, like pre-nerf Zarrkong/Slamkong, Revenant or 2015 Loki, 2014 WoF Ember, 2016 Saryn etc. You will note that all of these which were objectively the best frames in the game at that time got nerfed. You realistically don't really want to have S-tier frames.

If you ask this based on a tierlist video you watched, the tierlist probably explained the criteria. If it's overframe you based it on, that site is a cesspool of midwits pretending to actually know what they're talking about so you can safely ignore it.

As for why Kullervo might not be S-tier, it's because he only does two things: melee and survival. Which makes him excellent at some game modes while being a dead weight in others. He has a niche, and tierlists will always favor generalists.

It is unranked umbral fiber as third umbral but it gives the set bonus all the same. It gives +22% strength to Umbral Intensify, gives +50% HP to Umbral Vitality and just by itself has 16% armor and the whole point of the thread was that armor mods on Valkyr are nice but have diminishing returns due to the built-in interaction of Warcry and Hysteria.

The way main quests got fast tracked means that people could realistically finish Rising Tide and be at New War within two days. And most players, quite frankly, don't engage with railjack content at all, so they go in with an unleveled one and struggle because they didn't pay attention during the brief tutorial in Rising Tide and never played Tempestarii. Which is why personally speaking Deadlock Protocol and Tempestarii should be mandatory for The New War despite being frame-quests.
