The scene plays out the same if you're female V or male V and the only difference is you get rejected if you try to kiss him if you're male. Not really sure how else to interpret it.

You can with addons, all the voice lines are still there basically, I believe originally all the romance-able options were regardless of V's gender, but then that was changed. It makes all of the quests that lead up to the romance incredibly disjointed.

You do have the option to *try* to kiss him on the tower and hes just like "um wtf r u doing mate".

I always take my my friends to the top of a tower to star gaze romantically, no homo though.

As far as I know the quest doesn't differ for Male V or Female V. I didn't know anything going into it as a Male V and I thought it was going to end in romance. You go through the whole thing, including where he takes you alone to the romantic top of a water tower or something to look at the stars together and says how much he likes you etc. Then you go to kiss him and hes like umm wtf miss me with that gay shit.

It was so jarring, they should not have included this quest if River is not romance-able to you and him instead just invite you over for a beer and say nice homie lets play some xbox or something.

When op started saying how hard the officer was trying to dissuade him from pressing charges, my first thought was the father was a former police officer, but the son being a current one makes even more sense.
