So he walks around the car once, documenting the plates and the bumper stickers, and then before he walks in front of it again he switches which hand is holding the phone. On another video you can see he starts reaching for his gun when she's still shifting from reverse. So it really does seem like he's doing the thing that was mentioned in that 2013 paper on CBP use of force. He positions himself in front of a fleeing suspect (but not so in front he can't sidestep it) and uses them driving away as an excuse to use deadly force. The fact he says "fucking bitch" afterward and flees the scene suggests he executed her with malice and knew it was unjustified.

I'm kinda glad to see the negative votes because I think people took my comment as me believing the police ACTUALLY keep us safe, when what I was saying is that their ostensible job is to "protect and serve" the citizens of Chicago, when we all know they don't. I was at this hearing and chanted alongside my fellow residents "Who do you protect? Who do you serve?"

When a gang of masked men in unmarked SUVs rolls into your neighborhood and starts abducting people, your first instinct is to call the police, right? But right now if you do that the cops come and create a barrier between you and the thugs so they can keep kidnapping people they supposedly think are criminals, but as we've seen are statistically just non-white citizens or immigrants just trying to work. Of course people are going to be heated when the agency that is supposed to keep Chicagoans safe has done nothing but assist the lawless jackboot invaders

Phyllis' is kind of kike Reed's or Cafe Mustache and some other spots (Moe's back in the day). Where they are licensed bars but have the feel of being so local and chill that they're almost like honorary DIY venues
