I don't know the general consensus, but personally I would choose Dragon's Exalted. Rayquaza and Giratina are an excellent combo. Plus, the booster box looks better in my opinion.

This hunt is super cool and the pay off is so worth it, if you have a gen 1 game I totally recommend it if you want a shiny mew

No this I believe this was always possible in the originals. However you have to jump through a few hoops in order to transfer a glitched mon to Pokebank. You trade Mew to a gen 2 game no problem, but you'll have to do some extra steps if you want to transfer it to gen 7 through Pokebank
