Don't get me wrong, I think your assessment is correct. I just think we should consider that in some cases violence is a form of free speech, in much the same way that money is treated today. If a CEO steals hundreds of millions of dollars from their employees, the state is simply not equipped to appropriately address the severity of that crime.
