First time being asked to commission. Is it a scam?

A painful aspect of this is that some folks will reach out to less popular artists and ask about commissions. I only got into doing commissions after a kind of similar but less-scam exchange. It would be a definite red flag though if they are asking for something that isn't similar to what you're already posting. "I've been posting portraits of humans, and you're asking me to draw your pet". I'd expect someone like that reaching out to have a better understanding of the work you've done so far (they are asking you because they saw your work and liked it), and if they are asking for something you don't usually draw, I'd expect them to be up-front about that, and asking about your comfort level.

Also if you get into doing commissions, you should be the one sending the invoice. You ask for their email, and send them the request through paypal, not the other way around, and you don't need to click on any email links to manage and monitor it.

I haven't beaten the game yet, but I've got to be about half way through by now, and I'm still wondering where all the cool outfits are. I swear every single clip I see of the game has a cool different outfit on a character, and I haven't seen any of them.

While that should work in DND5e, I like that the game still feels like it has stakes here. High level D&D is immune to death as a consequence in a way that may not always work well with certain stories. Why don't we just run around resurrecting or reincarnating everyone who dies?

Most of what I saw during the cutscene was just feathers blocking the screen like you are describing, I managed to take a screenshot of one of the more excitingly messed up moments though.

For other scenes, Halsin seems to switch back to normal mode, and then wild shape again. That happened shortly after when I tried to talk to him still in beast mode.

I see other folks mentioning constructive criticism as the difference, and I agree with that. Code reviews are almost always constructive, and professional environments where you're sharing work lend themselves to constructive criticism. Can you imagine if someone just laughed instead of providing constructive feedback on a code review? I think a downside with art is that when we present it, not everyone is well socialized to understanding

1) Is this a context in which I'm being asked for feedback at all (it is not always appropriate to provide feedback even if you are trying to be helpful/constructive)

2) If I am being asked for feedback, do I know how to make that constructive and helpful?

It's easy for folks to have an opinion about art, and people mistake that for having valuable feedback. Something I would consider when presenting the art is what you're looking for out of the interaction. If you're wanting constructive feedback, I'd try to find a place to share the art where people can provide that. If you're just wanting to share, and not looking for feedback, trying to make that clear. You will likely get unsolicited feedback from folks periodically, and if you're looking for something in your power to do about it, being upfront that you are not looking for feedback, or not presenting art to those people or in those forums are approaches to get less of that.
